The need for essential public services was a result of an ever increasing population, particulalrly in the towns. Emergency cover, law and order, and health, were tha main priorities. Fire was a constant fact of life - with houses made of wood built and built close together accidents were inevitable. Living in such close proximity also gave rise to disease
